The study sought to establish the contribution of localgovernment councils in the rural development activities. The &#13;
study was guided by the following specific objectives;establishing economic contribution of the local councils in rural development, finding out the social contribution of the local councils in rural development and establishing the political contribution of local councils in rural development in Bukedea Sub County.The study was carried out using a cross sectional research &#13;
design where both qualitative and quantitative research approaches were also used, the data were collected using &#13;
questionnaire guides and interview guides and during the data collection, simple random and purposive sampling methods were&#13;
used. A sample size of 60 respondents was also used in the study.From the findings, it was concluded that local councils have greatly contributed to the economic development in rural communities through distribution of government relief to the &#13;
people, settling theft cases to minimize economic losses and preventing idleness and disorderliness hence forcing people to &#13;
work. It was also concluded that local councils have greatly contributed to the social development in rural communities by &#13;
improving on prevention of crime on the offenders or criminals people fear to commit a crime due to arrest as a social &#13;
contribution and warning people on consignees of community a crime among others. Lastly, it was concluded that local councils have greatly contributed to the political development in rural communities as they have helped in settling cases among people who have committed criminal providing, security for the community members, Setting rule and regulations in the &#13;
community and witnessing land transaction in case of land conflicts among others.The study recommended that there is need for the local councils to carry out sensitization of the local community by organizing workshops and seminars in the bid to equip the local community with training that can help them be of use to the society hence promoting economic development, need for the &#13;
local councils to set strict rules and policies that govern the local community in the bid to prevent crime for example &#13;
introduction of community policing, need for proper monitoring of the provision of government services or implementation of the projects in the district to villages and parishes among others.

The general objective of this research was to establish the &#13;
challenges faced by the disabled children in pursuing formal &#13;
education in Arapai sub-county in Soroti district. The specific &#13;
objectives were to show the different disabilities that exist &#13;
among the children, to establish the level of enrolment of the &#13;
disabled children in the formal education and to find out the &#13;
various challenges faced by the disabled children in pursuing &#13;
formal education in Arapai sub-county Soroti district. &#13;
The study generally employed the qualitative and quantitative &#13;
approach which involved the use of instruments such as &#13;
questionnaires, interviewguides and focus group discussion guides &#13;
for the collection of the data in the field. &#13;
Research findings revealed that the common disabilities that exist &#13;
are loss and limited use of limbs (lame), difficulty in hearing &#13;
(deaf) and difficulty in seeing (blind).the research also found &#13;
out that there is a low level of enrolment of CWDs which has been &#13;
attributed to the challenges which are socio-cultural, economic, &#13;
school related and policy environment which exists within the &#13;
district. &#13;
The study concludes that the high level of illiteracy among the &#13;
CWDs has been facilitated by the challenges that they face in an &#13;
attempt to pursue formal education which has left them unable to &#13;
exploit their inner most potential

Unemployment as an economic problem has negative devastating &#13;
consequences among the current youth generation of the 21st &#13;
century. This study entitled: Assessing the effects of &#13;
unemployment among the educated youth in Amuru Sub County was &#13;
conducted in Northern part of Uganda, in the sub county of    &#13;
Amuru. As per the study objectives, the study investigated the &#13;
effects of unemployment among the educated youth and how &#13;
unemployment has affected the unemployed educated youth.  &#13;
The study used qualitative research approach with forty &#13;
respondents selected from the categories of civil servant, &#13;
unemployed educated youth, local leaders and members from Amuru &#13;
community. Data were collected both from secondary and primary &#13;
data sources with the use Focus Group Discussion, questionnaires &#13;
and interviews as data collection methods.  &#13;
This study established that the effects of employment are &#13;
numerous. Findings indicate that unemployment has resulted into &#13;
increased crime rates among the population of Amuru Sub County.  &#13;
Cases of drug abuse, prostitutions, Assaults, Defilements, early &#13;
Marriages, theft, abortion and killings over resources has &#13;
reportedly increased some of which are perpetrated by unemployed &#13;
educated as they look for survival. Furthermore, some unemployed &#13;
youth experiencing poor conditions health, reduction in &#13;
agricultural production, domestic based violence and family &#13;
breakdown due to economic hardship that deters members from &#13;
staying together  &#13;
In addition, the study investigated how deeply unemployment &#13;
affects the unemployed educated youth. Findings therefore, &#13;
reveal that the majority do migrates from rural to urban places &#13;
with views that employment opportunities and better living &#13;
environments are found in urban settings. However, it was &#13;
reported that such beliefs were myths as majority of them who &#13;
migrates end up in prostitution and homelessness in urban &#13;
centers. The unemployed youth are also reported to be more &#13;
vulnerable to the risk of HIV/AIDS infection. While others have &#13;
neglected agriculture as not fit, dirty and outdated for them &#13;
to practice as a source of emplyment. &#13;
The study concluded by recommending the need for employable &#13;
skills trainings, provision of business capital, attracting &#13;
foreign investors, and building infrastructures in rural areas &#13;
to pave create employment opportunities for the unemployed &#13;
educated youth.

Despite intense programmatic efforts by the Great Lakes Region &#13;
(GLR)to reduce wars/conflicts by the regional frameworks, &#13;
organizations, governments and various agencies through several &#13;
approaches, there is still a tendency of relapse of conflicts &#13;
due to lack of or inadequate peace-building promotion. This &#13;
study, therefore took to address a case of the nature and causes &#13;
of conflict and its implications for peace building in the great &#13;
lakes region. Given the specificity of conflicts, this study &#13;
uses the case of LRA conflict in northern Uganda not as a true &#13;
picture of conflicts of the region but to establish the nature &#13;
and causes of conflicts and how they imply for peacebuilding. &#13;
The study addresses the LRA conflict in Acholiland, Northern &#13;
Uganda which erupted in 1986.   &#13;
It is primarily focused on the &#13;
causes, nature and trend of the conflict and seeks to explore &#13;
strategies for peace building in Northern Uganda.    &#13;
A qualitative research approach was employed with a case study &#13;
research design (case of the LRA war) to four affected districts &#13;
of Gulu, Amuru, Nwoya and Kitgum of Acholiland, in Northern &#13;
Uganda where the conflict had severe impact. Through key &#13;
informant interview and questionnaire it sought out information &#13;
from 30 respondents out of the targeted sample size of 52. &#13;
In doing so, it was found that, the historical violence, &#13;
discontent, power struggle and political and economic inequality &#13;
are the factors that kick-started the conflict.  The nature of &#13;
the conflict characterized of the Uganda National Liberation &#13;
Army (UNLA) under Tito Okello (RIP) and the NRM/A rebels under &#13;
their leader YoweriMuseveni that resulted in the overthrow of &#13;
the former government in 1986, as well as the human rights &#13;
violations inflicted on defeated UNLA soldiers and affected &#13;
Acholiland communities. The conflict is viewed as a struggle for &#13;
political power and control between North and South deep rooted &#13;
regional divide and the historical violence right from the &#13;
country’s independence in 1962.   &#13;
The conflict has been far&#13;
reaching and include destabilization of the region, the &#13;
displacement of up to 1.8 million people, the killing and &#13;
mutilation of tens of thousands of civilians, and the abduction &#13;
of even more civilians, mainly children, for recruitment in the &#13;
LRA forces and what seemed to be the benefits to both fighting &#13;
parties. In the long run, the effects have retarded development &#13;
efforts in Acholi land including in other regions of the &#13;
country. &#13;
This study concludes that the government needs to enhance its &#13;
commitment to the implementation of peace accords. With the help &#13;
ix &#13;
of the International Community, the government could establish a &#13;
Truth and Reconciliation to address the various human rights &#13;
violations that have plagued the North of the country since the &#13;
war started. There is also the need to prioritize development &#13;
efforts in Northern Uganda to address economic disparities with &#13;
other regions of the country; revisit resolving the conflict &#13;
amicably in the context of traditional “Matooput” justice system &#13;
widely practiced in Acholi land, preaching of love for one &#13;
another and extending of amnesty by the GoU to the rebels. All &#13;
these measures could help promote national accountability and &#13;
reconciliation in Uganda as a whole. Finally, the long-term &#13;
process of reconstruction and reconciliation in Uganda is seen &#13;
as depending crucially on the Ugandan people’s understanding of &#13;
their own history which will lead to strategic peace building &#13;
and lasting peace. This therefore calls for further research on &#13;
strategies towards it.
