<title>An assessment of national and regional measures in curbing down terrorism in Uganda</title>
<link>http://dissertations.umu.ac.ug/xmlui/handle/123456789/1656</link>
<description>An assessment of national and regional measures in curbing down terrorism in Uganda
Nakakande, Khadija
A number of interventions have been adopted nationally by the government of Uganda, &#13;
regionally in the Great Lakes Region and even internationally with much financial resources &#13;
injected to curb down terrorism in Uganda and the Region, but the terrorism threats still exist. &#13;
The study focuses mainly on the assessment of national and regional measures in curbing down &#13;
terrorism in Uganda. It assesses the current terrorism policies, root causes and effects that &#13;
emerge after these attacks in Uganda. &#13;
The objectives of the research was to gain a deep understanding and assessing the effectiveness &#13;
of the existing national and regional measures towards curbing down terrorism in Uganda. &#13;
The approach for data collection was qualitative with a semi-structured questionnaire, and &#13;
interviewing key informants in government institutions plus individuals of international repute &#13;
knowledgeable in the terrorism phenomenon. A study population was determined and a sample &#13;
size of 50 respondents was got using simple random sampling technique.&#13;
Respondents were got majorly from the Police Counter Terrorism Unit and the Bomb Squad, &#13;
Ministry of Internal Affairs, the army, embassies and staff of international agencies; and these &#13;
respondents were broken down respectively.&#13;
The summary findings of the thesis indicated that the many measures available are not fully &#13;
effective and properly enforced by government security departments in place. At the regional &#13;
level, due to the collective approach, there is an element of success in implementation as &#13;
compared to the national Ugandan initiatives that still require strengthening.&#13;
Other findings were; some of the people engaged in terrorism acts were intellectuals; most of &#13;
whom were Muslim fundamentalists and unemployed. At the national level, the findings &#13;
revealed that there is laxity and poor law enforcement in Uganda hence free porous borders &#13;
allowing in terrorists to enter inland with inadequate checks. &#13;
The major recommendations pointed out include: strengthening government anti terrorism &#13;
departments, conducting continuous mass mobilization and sensitizing the people on the dangers &#13;
of terrorism within Uganda and the East African region through dialogue sessions, training in &#13;
schools (all through primary secondary to tertiary institutions), conducting quarterly and bi &#13;
annual press reviews on terrorism, and initiating of vocational jobs for the unemployed youth.

<title>The great lakes region and international relations:</title>
<link>http://dissertations.umu.ac.ug/xmlui/handle/123456789/1517</link>
<description>The great lakes region and international relations:
KABAIKYE, Agnes
International relations in today’s highly dynamic world are very vital. Countries are competing to &#13;
gain power so as to create a more enabling environment to push for their interests. Alongside all &#13;
this, security and peace are complementary factors that need serious attention. This study &#13;
examines Uganda’s foreign policy agenda and its implications in the GLR. The central question &#13;
for the study was to locate Uganda’s foreign relations and its impact in the GLR. Issues of &#13;
particular concern is Uganda’s contribution in fostering peace and security in the GLR, &#13;
Uganda’s role in consolidating regional cooperation and the benefits accruing from the country’s &#13;
growing foreign policy. In the case study adopted; the qualitative methodology was adopted &#13;
whereby data was collected by help of interview as well as secondary literature reviewed. It was &#13;
discovered that the government of Uganda was taking positive steps towards asserting herself as &#13;
a power in the GLR region. In terms of advancing her foreign policy agenda, it was also &#13;
discovered that the country’s peace and security initiatives stretching beyond the GLR are aimed &#13;
at achieving national stability, economic growth and development. The country is counting &#13;
benefits beyond its borders in terms of developed capacity for its military and better business &#13;
environment within the region. On matters of regional cooperation, it was discovered that &#13;
Uganda believes more in integration when it comes to cooperation. This is no doubt the reason &#13;
why the country is dedicated to the work of ensuring the operationalization of all protocols &#13;
coming under the EAC as agreed upon by member countries. It is recommended that civil society &#13;
groups be integrated into government aspirations especially the EAC integration, the most &#13;
preferred form of cooperation for Uganda if we are to achieve a people-centered integration and &#13;
for the citizens to embrace and understand benefits accruing from the integration. It is also &#13;
recommended that deliberate effort need to be taken to document Uganda’s unique contribution &#13;
in advancing regional cooperation, her contribution in promoting peace and security in the region &#13;
as well as putting in place a clearly documented foreign policy for the country with objectives to &#13;
ease implementation and monitoring of ongoing initiatives.

<title>The capacity and effectiveness of private security organizations in providing security in Uganda:</title>
<link>http://dissertations.umu.ac.ug/xmlui/handle/123456789/1346</link>
<description>The capacity and effectiveness of private security organizations in providing security in Uganda:
Beyendeza, Henry Noel
The study aimed at assessing the effectiveness of two private security organisations providing &#13;
security in Uganda, from the time they were started, guided by the three objectives of tracing the &#13;
history and records of operations of two security organisations in Uganda; assessing the &#13;
effectiveness and problems faced by the two security organisations and, identifying the measures &#13;
that can help to serve well that are suggested by management and security operatives and the &#13;
community organisations where they have ever served and are serving now.&#13;
Respondents from Saracen (U) Ltd and G4S personnel were selected using purposive sampling &#13;
technique of non-probability sampling method because it suited the study and only involved &#13;
respondents who were readily available at the time of filling questionnaires and interviews while &#13;
the 30 respondents on the side of private security companies’ clients from Central division of &#13;
Kampala Capital City Authority were selected using Random population sampling technique of &#13;
probability sampling method to give all the selected private security organization’ clients equal &#13;
opportunities to be selected to contribute to the study. &#13;
The study used a case study design and survey design in which the researcher thoroughly studied &#13;
a relatively small number of Private Security Organisations and made inferences to entire Private &#13;
security Organisations in the study. The survey study design helped to obtain data from &#13;
respondents who are consumers of protection services in the community.&#13;
The Study found out that the majority of private security clients have hired both armed and &#13;
unarmed security personnel. As it was found out in the study 17 respondents preferred hiring &#13;
both armed and unarmed Private security personnel for different reasons of which the unarmed &#13;
personnel sit at the reception to receive and guide visitors of their offices while the armed private &#13;
security organisations are supposed to maintain peace and security at the premise.&#13;
The study recommends that if the private security organisations are to achieve excellence in &#13;
private security services, both Saracen (U) Ltd and G4S should equip all guards with all the &#13;
necessary equipment to guards as well as consulting the Uganda police especially to establish if &#13;
the ex-service men and women they want to recruit were honourably discharged for army and &#13;
have no criminal records to avoid making private security organisations a hide out for criminals &#13;
among others

<title>Evaluation of the contribution of UNDP in achieving the second-millennium development goal of Universal Primary Education in Ruhiira Millennium Village, Isingiro District</title>
<link>http://dissertations.umu.ac.ug/xmlui/handle/123456789/1320</link>
<description>Evaluation of the contribution of UNDP in achieving the second-millennium development goal of Universal Primary Education in Ruhiira Millennium Village, Isingiro District
Nanfuka, Jae Kaddu
The study was about “Evaluation of the contribution of UNDP in Achieving the Second &#13;
Millennium Development Goal of Universal Primary Education in Ruhiira Millennium Village, &#13;
Isingiro District”.&#13;
The research had three main objectives: to establish the nature of support provided by UNDP &#13;
towards achieving UPE in Uganda under the MDGs framework, to evaluate the specific ways in &#13;
which UNDP has contributed towards achieving UPE in Ruhiira Millennium Villages, Isingiro &#13;
District and to identify the challenges faced by UNDP in achieving UPE in Ruhiira Millennium &#13;
Villages, Isingiro District. A case study design was used during the study. The research also used &#13;
a qualitative approach to better understand and represent the research problem.&#13;
The findings of the study were presented according to the research objectives. The research found &#13;
out the nature of support and the specific ways in which UNDP had contributed in achieving UPE &#13;
in Ruhiira millennium village, due to these interventions the study concluded that there was an &#13;
increase in enrollment and completion of primary school going pupils over the years.&#13;
UNDP has positively contributed to achieving the second millennium goal in Uganda, but more &#13;
needs to be done to ensure that this contribution has a sustainable impact on primary education in &#13;
Uganda.&#13;
The research recommended that since the efforts focused on the girl child only, there is a need to&#13;
mobilize boys and men to play a larger role in this program to serve as allies in empowering girls &#13;
and young women. In order for the Social Emotional Learning (SEL) curriculum to be a strong &#13;
and sustainable community-based support system, women teachers cannot be the primary adults &#13;
responsible for and aware of this intervention. Further training should also be done regarding how &#13;
teachers can appropriately refer students to other community leaders, such as health workers and &#13;
religious leaders. Government and all concerned stakeholders need to develop men/boy oriented &#13;
efforts too.
