Waste management is recognized by the United Nations as a logical starting point for &#13;
sustainable solid waste management. The United States Environmental Protection&#13;
Agency,(2006) defines waste management as a broad term employing all waste management &#13;
methods, source reduction, recycling, and composting that result into waste going to the landfill &#13;
or combustion facility. Waste management systems have received much attention in developed &#13;
countries leading to increased understanding of their application and thus their ultimate societal &#13;
prevalence.&#13;
In developing countries such as Uganda, waste management strategies are less familiar but have &#13;
the potential to resolve the current waste issues. The current household waste management &#13;
practices such as disposal by burning and indiscriminate dumping resulting from indiscriminate &#13;
collection negatively impact public environmental health. Additionally, past interventions have &#13;
not resulted into improvement in waste management.&#13;
Therefore, an investigation was warranted to determine the effects of waste management &#13;
systems in Wobulenzi Town Council based on the local need for sustained solutions. &#13;
This study was carried out in Wobulenzi town council in Luweero district. It was carried out on &#13;
the topic “Effects of waste management systems on the health of people in Wobulenzi Town &#13;
Counci”l. &#13;
The objectives of the research was to find out the garbage management systems in the town &#13;
council, establish the nature of garbage generated in the town council and assess the effects of &#13;
waste management systems on the health of residents, make conclusions and recommendations &#13;
according to the findings as way forward for proper waste management in the town council. By &#13;
using a case study design that employed both quantitative and qualitative approaches for data &#13;
collection, data about waste management systems, nature of garbage generated in Wobulenzi &#13;
Town Council was collected from the sample population.&#13;
The researcher used various tools that enabled him to collect raw data and these included &#13;
questionnaires, interview guides, Focus Group Discussions and observations.&#13;
A population sample of 100 respondents was used to gather raw data and these included&#13;
business institutions, household representatives, education institutions, and government health &#13;
centers, private clinics, local leaders, Town Health Inspector, an Environment Officer and &#13;
representatives of the garbage collecting firm to provide a wider outlook of the effects of waste &#13;
on the health of the people. The study revealed that garbage management systems in the town &#13;
council included but not limited to dumping, use of bins, burning on heaps, transporting to dump &#13;
sites and use of pit latrines. The garbage generated in the town council were both degradable and &#13;
non degradable. &#13;
Malaria was found to be the most health problem posed by waste management in the town &#13;
council, others included; pollution of the environment and other related diseases spread by &#13;
vectors like house flies. Therefore, the effects of waste management systems on the health of &#13;
residents included diseases like malaria, cholera, and they are spread by vectors which are &#13;
common on garbage heaps. Finally, the study recommended health communication, education &#13;
awareness programs on health risks regarding waste management practices among others.

The study on observance of women’s rights: an examination of its effects on the quality of life&#13;
was carried in Bukinda Sub County, Kabale District South Western Uganda. It was because &#13;
Gender equality and economic development goes hand in hand. It was firmly established that &#13;
women had a big contribution in income generation but access to family property remained a big &#13;
challenge. This is due to a number of cases, due to skewed relations of power, women occupied &#13;
subordinate position. In many cultures, women were denied education, denial for the right to &#13;
vote and to vie for political seats, unfairly burdened with donkey work with little control and &#13;
enjoyment of proceeds, denied property rights, thrown out of their homes at their husbands’ &#13;
death, suffering domestic violence, denied inheritance rights, raped, discriminated against or and &#13;
sexually harassed at the workplace and in schools, and denied equal access to justice. The study &#13;
used a Case Study design employing both qualitative and quantitative approach. The findings of &#13;
the study recognised the effects of observance of women’s rights on the quality of life in &#13;
Bukinda Sub County, Kabale District. it was concluded that, observance of women’s rights has &#13;
to a certain degree affected and influenced the quality of life in Bukinda Sub County, Kabale &#13;
District. It was recommended that, there is a need to ensure the equality and equity of gender &#13;
like provision for equal opportunities to access education, political platforms, gender-based &#13;
gatherings and social phenomena as well economic empowerment so as to avoid gender &#13;
disparity; cultural norms including disparities in responsibilities of both males and females at &#13;
home, educating males on the expense of females, revoking women from inheriting property, &#13;
denial for some food stuffs from women and many others, must be stopped so as get the females &#13;
on board from being marginalized, violence against women in families including battering, &#13;
tormenting on them, forcing women for sex, corporal punishments, denial for the domestic basic &#13;
needs, and other issues of that nature, should stop so as to ensure development, both girls and &#13;
girls in educational institutions should be treated the same way to avoid discrimination.ie they &#13;
should be given same tasks to operate on during the teaching/ learning process, need for laws &#13;
that allow the women to have an opportunity to access property ownership including land for &#13;
example Domestic Relation Bill.

The research was to assess the impact of tendering process on the local government &#13;
administration in Juba county of Central Equatoria State to meet the required standard. In doing &#13;
so, the researcher aimed to explore the tendering procedure employed for the acquisition of &#13;
goods, works and services by local government administration, evaluate how tendering process &#13;
affects local government administration in delivering services and to suggest possible remedies &#13;
for the improvement of tendering process.&#13;
A case-study approach was chosen since it brought about deeper understanding of the problem &#13;
faced by local government administration during the process of tendering/bidding/contracting.&#13;
Those problems included the way tenders were advertised to attract suppliers and the choice of &#13;
media to communicate the tender, the quality of procured goods, works and services not meeting &#13;
users satisfaction, the problem of staff qualification and professionalism, lack of documentation,&#13;
the lack of procurement committee, lack of participation and involvement during tendering &#13;
process, the problems of absence of legal frameworks governing tenders and if presence, they &#13;
were applied partially or not at all. The remedies were also proposed to improve the tendering &#13;
processes. The area of study is Juba County. This is the area where local government &#13;
stakeholders and suppliers transact. Target population was local government officials who were &#13;
directly linked to tendering process due to their experiences and expertise. The local government &#13;
key suppliers because of their knowledge in the provisions of goods, works and services. The &#13;
citizens represented by Boma chiefs/administrators were also involved as they are the &#13;
beneficiaries of the tendered products by the local government administration, their knowledge &#13;
is important for this research.&#13;
The researcher employed purposive procedure; that was targeting those with relevant knowledge &#13;
and skills in local government tendering (Local government internal stakeholders). Non&#13;
probability sampling method was used to sample selection and size. Open and close-ended self administered questionnaires the researcher also conducted in-depth interviews from some &#13;
respondents who may prefer to be rather interviewed than filling the questionnaires themselves.&#13;
The researcher employed both qualitative and quantitative methods to analyze data since both &#13;
methods complement and reinforce the quality of data making interpretation easier. During data &#13;
analysis, a thematic analysis method was used.&#13;
The research findings indicated according to the respondents pointing to the facts that very few &#13;
constructions were tendered, documentation and documents exists partially, there were untrained &#13;
staff in procurement, some institutions don’t advertise tenders, others don’t have procurement &#13;
committee, legal frameworks were either partially followed or none at all. Some institutions &#13;
don’t dispose depreciated items. There was dissatisfaction among stakeholders and suppliers on &#13;
how tendering process was carried out in Juba County citing corruption, fraud, lack of &#13;
transparency and nepotism.&#13;
The study concluded that, tendering process in the procurement of goods, works and services is &#13;
influenced by tendencies that reflect the interest of local government official who care more for &#13;
goods and services for their comfort other than the general development of infrastructure the &#13;
impact was great since many stakeholders expressed negative attitudes towards local &#13;
government management of tendering process.

This study investigated the effectiveness of Inspectorate of Government’s oversight role in &#13;
enhancing local government service delivery: a case study of Arua Municipality. The study &#13;
was premised on the following research objectives: to examine the oversight mandate of the &#13;
Inspectorate of Government in Arua Municipality, to assess the levels of enforcement of the &#13;
Inspectorate of Government’s oversight mandate in Arua Municipality; and to assess the &#13;
specific ways in which the enforcement of the Inspectorate of Government’s mandate has &#13;
been effective in enhancing service delivery in Arua municipality. The study adopted a cross &#13;
sectional survey design where both quantitative and qualitative approaches were used.  In this &#13;
study, a total number of 92 respondents were expected but 80 respondents returned the survey &#13;
instruments representing a response rate of 86.9%. The data was collected using &#13;
questionnaires and interviews and analysis was done using regression analysis. Qualitative &#13;
analysis was done using content and thematic analysis. Findings revealed that there is a &#13;
positive significant relationship between the oversight mandate of the Inspectorate of &#13;
Government and service delivery in Arua Municipality. Findings revealed a positive &#13;
significant relationship between levels of enforcement of the Inspectorate of Government &#13;
oversight mandate and service delivery in Arua Municipality. A positive significant &#13;
relationship between the enforcement of the Inspectorate of Government mandate and service &#13;
delivery in Arua Municipality was also revealed. It was established that a number of &#13;
workshops organized by the IGG’s office have been held on the above subject of office abuse &#13;
sponsored by different agencies. It was observed that there is unfairness because the suspects &#13;
buy justice like bail using stolen money. Findings revealed that recovery of stolen funds/assets &#13;
has not been helpful in the fight against abuse of public office in Arua district.  IGG does not &#13;
make follow up on the declared wealth/assets. It was recommended that: IGG Workshops &#13;
should be at the community level and should be supplemented by the use of posters, banners. &#13;
The IGG institution should exercise their mandate on evidence based scenarios other than &#13;
relying on rumors. The IGG office should be empowered with the “teeth to bite” during the &#13;
process of implementing the projects other than coming for investigation after the funds have &#13;
already been misappropriated. The IGG need to work together with local government and &#13;
other oversight institutions. The IGG office should be represented at the sub county level for &#13;
effective reporting of cases of office abuse.
